Founded in February 2008, MLT Systems LLC is a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), located in Stafford Virginia. (Certified SDVOSB through the Small Business Administration.) Mark Tornai, the company founder, President/Chief Executive Officer, is a retired United States Marine Corps Officer who has a combined 20 years of Acquisition and Life Cycle Management experience, both in and out of uniform. MLT Systems' professional employees work with our customers to develop program strategies that will allow them to increase project performance. MLT Systems' mission is to provide our clients with a highly skilled professional workforce which brings unparalleled acquisition, life cycle, and engineering solutions that result in extraordinary customer service. We have an in-depth understanding of how DoD Acquisition works, the applicable regulations, operating culture, and process used to provide cradle to grave engineering, acquisition, logistics, program management and life cycle management excellence.

Mark Tornai
Mark was born and raised in Toledo, Ohio. After graduating from Woodward High School in 1974, he enlisted in the United States Marine Corps where his successful military career spanned 23 years. Mark served on active duty until his retirement in 1997. After retirement and the encouragement of his wife, Carlene, Mark completed his business administration degree from Averrett University, in Danville, Virginia. In 2008, after 10 years of working for large and small business defense contractors, and again encouragement from Carlene, Mark founded MLT Systems. The foundation is based upon the premise that MLT Systems must do its part to, “Serve the Professional Men and Women who have been called upon to protect our Homeland”. For the last 14 years, Mark has continued to create a company that not only holds a high level of professionalism, but also creates a family-like environment for its employees.
In his free time, you will find Mark attending bass fishing tournaments and making memories with his family and grandkids!
Jerry Balestreri

Jerry Balestreri
Born in Plant City, FL; Jerry enlisted in the United States Marine Corps in 1982 and retired a Major in 2006. He has a Bachelor’s Degree in Civil Engineering Technology from Old Dominion University and has a Master’s Degree in Management with a specialization in Logistics from Naval Postgraduate School. He was assigned to Marine Corps Systems Command as the Lead Acquisition Logistician for Ground Command and Control Systems (GC2) and fielded a number of C2 systems in support of OIF and OEF. He was reassigned to DC I&L in 2005 as the MAGTF Logistics Integration Action Officer and managed the reorganization of the FSSG to the MLG as a member of the LOGMOD Transition Task Force. Since 2006, Jerry has worked as a defense contractor for both large and small business firms providing support for Federal Agencies and the Department of Defense. He is a certified Project Management Professional, certified Life Cycle Logistician, and Demonstrated Master Logistician. He joined MLT Systems in 2013 as a Program Manager and was later designated the Director of Programs overseeing all contract support requirements for MLT Systems. In January 2016, Jerry was promoted to Vice President of MLT Systems.
Devoted to family and friends, Jerry enjoys traveling, sailing, fishing, and his dogs (Chipper, Fifi, Sookie, and Bella). His philanthropy includes Empowerhouse, SERVE, and Fredericksburg SPCA.
Clarissa Tornai-Barrett

Clarissa Tornai-Barrett
The Marine Corps has always been an important touchstone in Clarissa’s life – from living on numerous military bases to building a career supporting several Marine Corps program offices.
After graduating from George Mason University in 2007, Clarissa accepted her first position as a Program Analyst with the Joint Program Office Mine Resistant Ambush Protected (JPO MRAP) program. What started as a “placeholder” job quickly turned into a true interest in the acquisition process. After joining MLT in 2009, Clarissa continued her growth as an Analyst and went on to support Program Manager Counter Improvised Explosive Devices (PM CIED), Product Manager (PdM) Force Protection Systems (FPS), and the Director, Acquisition Logistics and Product Support (ALPS) before landing as MLT’s Finance Manager in 2018. As of 2023, she proudly serves as the Chief Financial Officer.
When she isn’t processing payroll or badgering her fellow coworkers for receipts, you can find Clarissa hanging out with her husband and dogs or planning her next vacation!
Zoe Zerbe
VP - Customer Solutions
Zoe Zerbe
Zoe was born in Dallas, TX but spent her formative years in Stafford, VA. She received her BS degree (Psychology) in 2006 from the University of Mary Washington and, after deciding not to pursue her original career path of Child Psychology, Zoe accepted her first position with a defense contractor. She supported the Chemical and Biological Defense Program for almost ten years, providing direct support to the Government customer in Program Analysis & Oversight and Contract Management. After participating in the development, competitive award, and management of several multi-million dollar MA IDIQ contracts, Zoe decided to pursue Government Contracting as a career. She received her MS degree (Government Contracts) in 2019 from the George Washington University. While in school, Zoe shifted from direct customer support to serve on the corporate staff for a small consulting firm, assisting other small businesses in proposal writing, business development, and professional outreach. She joined MLT in 2019 and proudly serves as our Vice President of Customer Solutions.

Brad Shultis
Brad serves as MLT’s Vice President of Professional Services. Brad is a true “Grey Beard” in the Defense Industry here in the Quantico area. After retiring from the Marine Corps with over 26 years of service as a Communications Officer, he has spent the last 15 years leading Business Development and Operations functions at several small businesses. When he is not working, Brad enjoys fishing, hiking, gardening, singing, and writing songs & poems.

Jon Walman
Jon is MLT Systems’ director of business development for markets outside of the Marine Corps. He is a former naval officer with 30 years of experience managing corporate/project teams and developing business for small, medium, and large businesses. He has supported several customers across the defense sector, including the Program Executive Office Ship (PEO) Ships, PEO for Enterprise Information Systems (Army and Navy), and the Assistant Secretary of Defense Public Affairs (ASD PA). Jon lives Stafford but grew up near Minneapolis. He is married with two adult children and enjoys golfing, traveling, exercising, and spending time with his family, friends, and dog Goldee.
Aaron Balestreri

Aaron Balestreri
Aaron is MLT Systems’ Information Systems Security Manager. He has been with MLT for 10 years, starting as the receptionist and resident “IT Guy”, all while learning the odds and ends of every certification that he has so far. He owns a business with his wife in Stafford, VA called Corgi Clay Art Center, where they offer classes on pottery, clay sculpture, painting, etc. His main hobby is slow-pitch softball which he has been playing since 1999.
